Chennai Auto Drivers Mafia Incorporated

Chennai auto drivers demand exorbitant rates. This was something which i suspected the very first day i landed in nammaa Chennai. Over the past two years this suspicion transformed into a kind of gnawing thought every time i would sit in an auto. i once estimated that in an average semester i might be spending around 2000 bucks on autos only. Fresh from an internship, where i did some sort of field work, i decided to actually compare the auto fares of Chennai with Delhi.
As soon as you land in the city, u get those pesky autodrivers at the central station. Tell them 'IITiah' and pat comes '350 rupees sir' (may be my Kumaoni face gives away my north Indian identity too quickly). The distance of campus from central station is about 14kms ....which is almost comparable(13.7 kms) to distance of Saket from Old Delhi Railway station. And there they demand 170 bucks at the first contact (irrespective of your ethnicity). So 'first contact' fare itself is almost twice in Chennai. Then you haggle ....and the first time i was able to finally bring the guy down to 140 bucks ..but this time (night around 10) they bargained hard and finally i paid 200 bucks. While the Delhi auto fare is 120 even today ( night time charges included). So it is like 1.5 times more expensive even after bargaining.
Now i have to go to T nagar sometimes, which is like at a distance of about 4-5 kms from campus gate. In Delhi, something comparable would be malviya nagar-Ansal Plaza. While Chennai auto drivers never settle for anything below 70 bucks, Delhi guys do it happily for 40 rupees.
Chennai auto drivers rob you naked. Though the difference in fuel ( Diesel) prices between two metros is never more than 2 or 3 rupees. Delhi autos run on CNG which comes at 22 or 21 Rs per kg, and runs almost the same distance as it would have on diesel fuel. Chennai auto drivers use diesel at 34 Rs. per ltr. Thus the difference on a litre of a fuel is no more than 10 rupees. But the differences in fares is huge. Probably it has to do with the way autos are bought here.
In Delhi, a new auto will set you back by about 4.5 lakhs. Add to it Rs 10000 for unnecessary things like dipper, headlights, wiper etc and very necessary ones like a portrait of Bipasha in her best bikini. Out of the 4.5 lakhs, 1.3 lakh is the cost of the machine. Then 30000 Rs more for the body and the paint etc. The rest has to be paid as bribery, license fees and fees paid to agents who fix all the work. This is partly due to the fact that new licenses are not available. So in case you buy an auto, you have to find someone ready to sell his old auto's license. This work is done by a shady network of agents, who have oiled the transport department well over the years.
The system works on an amazing amount of trust. The dealers trust the government officials enough that they will not let any work get done in a time period of anything less than 6 months. This ensures that the auto drivers are forced to go through dealers and agents to fasten up things. And government officials trust the dealers enough that they will pay them a decent chunk every month, irrespective of market conditions. One example of this trust: Since the officials can't move around with the bribe money, neither keep the money with themselves in their desks or almirahs (in case they get caught in a vigilance raid) they usually deposit the bribery amount with the friendly neighbourhood chaiwallah (who in turn was able to set up his shop due to his contacts with people in the dept...and he was trusted enough), who keeps the money safely till the evening. And the uncle ji collects his money in the evening.
So to all these costs, add an additional amount of Rs. 6000 as maintenance. And this fairly adds up the input costs of an auto wallah in Delhi. In case he is driving a hired auto he has to pay Rs. 300 as daily rental. Plus he has to pay for the gas and maintenance charges. The average life span of an auto is around 4-6 years (depending upon the skill and how big a fan of shatrughan sinha the auto guy is). Given these input costs, the Delhi auto fares make sense.
i have never been able to strike up a conversation with auto driver in Chennai, and i do not know how the system works in Chennai. But given the fares it looks like a mafia operating.

  1. absolutely true....I love the sarcastic way in which u said 'nammaa chennai'....lol..I am rolling on the floor laughing!.....It's true dude..the auto guys generally charge me 180 from gate 2 central station...but once when a Tam guy accompanied me, he just took 80 when that dude spoke in Tam!!!....and please censor some stuff..:D...chennai auto drivers and conversation??...we are not in fairyland my bro....come back 2 reality!......lolzz.mafia operating!!....just superb!

  2. yaar, itne figures mat daal. unhe dekh kar to mughe lag raha hain ki chennai drivers arent charging much..

    - u said in chennai it costs 1.5 times more then u gave a figure that fuel in chennai is 1.5 times costlier.

    regarding the way chennai drivers work: i have heard that most of the rickshaws here are never owned by the drivers themselves, but by traffic policemen (for obvious reasons), hence a lot of their incomes goes to them..

    Delhi is real nice n auto-wallah r good. I didnt use to think so until i went to banglore. My 2 months stay in bangy totally changed my views them and i began respecting delhi autos after i witnessed the devil auto-wallahs of banglore.
    Even bangloreans too are wary of them n advice never to pick up any brawl with them.

  8. It would be an interesting project to study the economics of auto fares in Chennai. I think the entire network of auto drivers in Chennai operate as a giant cartel. It would be interesting to see how that works, and what the reasons are for the repeated failure of the government to impose standardised fares on them. That many autos are owned by policemen is commonly cited reason, but I really haven't seen any in-depth information on it.

Nice post dude....The Chennai auto driver is unique: he identifies your weakness, and then lunges for your throat, cuts off all links to reality, chokes every last penny out of your pocket, and leaves you shaken and rattled at your destination (hopefully). Exorbitant fare demands, an unwillingness to help me out with conversations in an unfamiliar language, and through roaring city traffic, a ride that was rougher and tumbler than the most rough and tumble roller coaster anywhere in the world! The Chennai auto driver has truly mastered the art of being the one thorn in an otherwise brilliant city's side.

There's one more important thing which some of the people here don't know....the Chennai auto wallahs also have the tendency of using longer routes to prove that they are charging the right fee.....this happened with me as we were coming from the Central to IIT along with a couple of us....the Auto wallah was unnecessarily taking a long view.....ironically this has also happened with my relatives and even friends who visited on some other occasions.....(some of them were tamil and had been living here earlier before shifting)

    Secondly, the autos in Chennai refused to accept the administration (i think it's MTC, though it may be the state govt as well, but both had DMK in power, so hardly matters) declared fares actually. Yes, there are declared fares for autos, and the cards for these are also there, but ironically they won't be shown by the auto drivers even though it is mandatory on their part to do so. The auto drivers complain that the fares have not been based on rational assessments. This is strange considering that the administration declared fares for taxis in Mumbai are strictly adhered to and the drivers also show these while calculating the fares.

    Hence, there really has to be a thorough going analysis of what happens in Chennai. And if autos are owned by policemen, then this cartel system should be stopped and it should be mandatory to have autos owned only by cooperative societies or people who don't belong to families of policemen (or are not themselves policemen) in any way. Otherwise, ban the single based autos and replace it with share autos.

  11. Recently an auto wallah demanded a 120 bucks for a destination which was 2 kms away(lucky me, i was aware of that). I was speechless, and you know the reason he gave? That he would have to take a U-turn from the next traffic point since it was on the other side of the road

  12. More than the rates, I think its the psychological mauling which left a deep scar in me and made me hate tamil people as a whole. I am an IITM alumni and I rip these autowallahs whenever I get a chance (in the virtual world, of course), but I have never seen an 'insightful' post like yours. People just rant about autowallahs, but the fact you thought of striking up a conversation makes me feel proud. I wish I can be as flexible as you. Hats off boss !

  13. the easiest thing on earth is driving autorickshaw that too in chennai. you can do anything and still getaway. all that they have to do is turn the throttle and hold the handle and stere that too sitting comfortably on a cushion seat under cover. It does not requuire any physical or mental strain at all and are being run by illiterates. But still, every autowallah wants to live a luxurious life viz film stars are higly qualified professionals and that is whey they are greedy and insatiable. somebody should teach them where they stand and what they rightly deserved. they want to make maximum out of minimum rides and that is why they fleece. in kolkota, they charge minimum and allow sharing also and continuously run unlike chennai where we see them mostly idling and conspiring - empty mindedly. i was told that chennai autowallahs cannot be controlled even by the Govt because most of them are owned by politicians and police who hire them for high daily rent which we indirectly pay from our pocket. if petrol price goes up by Re.1 per litre, they hike Rs.5 per km.
